Meet Paula Leonard — Founder, Alliance Professional Solutions

Some people spend their careers going deep in one direction. Paula went wide — and it turns out, that’s exactly what her clients need.

Over 15 years of active military service and federal civilian work, Paula built a genuinely uncommon skill set. She started as a satellite communications operator in the U.S. Army, then moved into network operations, IT project management, and business software development across the Department of Defense and USDA. From there, her focus shifted toward strategic alignment, IT portfolio management, and product ownership — giving her hands-on experience inside the same complex government systems that many of her clients are trying to work with, sell into, or simply survive.

The credentials reflect the same range: an MS in Environmental Policy, an MBA, a BS in Business Marketing, an AS in Cybersecurity, and professional certifications in project management (PMI-PMP), network and security operations (CompTIA Net+/Sec+), and IT security leadership (SANS GSLC). Not a narrow specialty — a complete picture.

Paula founded APS because she saw a gap. Small businesses, institutions, and independent operators were getting stuck — not because they lacked talent or drive, but because navigating government policy, procurement processes, and operational complexity takes a very specific kind of experience. She has that experience, and she built APS to put it to work for people who need it but don’t have it in-house.

Her favorite moment in any client engagement is the one where everything clicks — when a client realizes the path forward was clearer than they thought, or that they already had more leverage than they knew. Getting people to that moment, practically and efficiently, is what APS is built around.

APS is certified as a Service-Disabled Veteran-Owned and Woman-Owned Small Business.
